On May 19, 2026, Kellogg Joint School District patrons will vote on a 2 year replacement levy of $3,524,350 per year.
Supplemental levies provide funding for essential teachers, staff, transportation and supplies that keep schools running every day.

Tax Impact
How Levy Dollars Support Our Students
Loss of levy funding will mean elimination of the many programs & positions that are funded with these local funds. When funds are received from state & federal sources, the district must use those funds for specific purposes. Supplemental levy dollars are spent on programs & positions that are decided by the LOCAL community.
Here is a breakdown of how the supplemental levy dollars are spent:
$694,640 for STUDENT OPPORTUNITIES
KMS/KHS - ATHLETICS, JROTC, FOREIGN LANGUAGE
CES/PES - FULL DAY KINDERGARTEN, MUSIC, PE, COMPUTERS
ADVANCED ONLINE COURSES (DISTRICT-WIDE)
$1,136,021 for EDUCATIONAL PROGRAMS
TEACHERS,
CLASSROOM / INSTRUCTIONAL AIDES
INSTRUCTIONAL MATERIALS
$1,693,689 for SAFE & OPERATIONAL SCHOOLS

Why This Levy Matters
Rising costs for insurance, fuel, classroom materials and services
Ongoing programs and needs not covered by state & federal funding
Anticipated funding freezes and holdbacks from state & federal sources
Examples of other funding sources (NOT levy dollars) recently utilized by KSD 391:
Pinehurst Elementary Playground was built with EPA & DEQ grant dollars. No district funds were expended on this project worth over $2,000,000.
Intercom & Paging upgrades at KMS & KHS were paid for by school modernization funding interest worth $250,000
Parking lot & driveway paving improvements around the KMS, AA & central office complex were paid for with DEQ grant and Federal Forest funding worth over $806,808
Therapy dog programs at Pinehurst Elementary were funded c
ompletely by donations
Portable classrooms at PES and CES were acquired at not cost to the district; transport and installation of the classrooms were funded by Federal Forest Fund dollars.
KHS welding shop upgrades of nearly $15,000 were completely grant and donation funded.
Fire alarm system at Pinehurst Elementary paid for with Securing our Future grant in the amount of $108,191
Fire alarm system and new exterior doors/windows at Canyon Elementary funded with Securing Our Future grants totaling $119,350
The Kellogg School District has been committed to using state, federal and local funding for supporting student programs and utilizing a variety of grants and donation sources for funding facility maintenance improvements, and additional programs, allowing us to be fiscally conservative with general fund dollars.
