This "Average Daily Attendance" (ADA) model creates a significant funding gap for the Kellogg School District. Even though our enrollment stays steady, regular absences (due to illness, etc.) meant the state only funded 91.78% of our students last year.
The Reality of the Gap:
KSD loses an average of $5,496 every single day in state support.
That adds up to a total loss of $802,458 annually.
The Replacement Levy isn't just "extra" money—it is the bridge that fills this $800k+ gap to ensure every student we have enrolled gets the resources they need, regardless of the state's funding formulas.

When we talk about the May 19th Replacement Levy, we aren't just talking about budgets—we’re talking about the daily experiences of our students.
The KSD Replacement Levy covers 30% of our operating costs that the state and federal government simply don’t fund.
This includes the "basics" like heat, electricity, and fuel, but it also funds the programs and people that make Kellogg Schools special:
Essential Staff: 12 Teachers, 2 Administrators, and over 50 support staff members (bus drivers, cooks, and aides).
Student Programs: Full-Day Kindergarten, JROTC, Foreign Languages, and Career Technical Programs.
The Extras: Sports, extracurricular activities, and elementary Music & PE.

As we approach the vote on May 19th, it’s important to look at the facts behind the numbers. While property values in our area have risen, the actual amount taxpayers pay to the Kellogg School District has decreased significantly since 2018.
Key Takeaways from the Data:
Lower Rates: The actual levy rate per $100k has dropped from $468 in 2018 to an anticipated $195 for 2026.
Debt Free: The KSD Bond was officially paid off in November 2025, meaning $0 in bond debt for taxpayers moving forward.
Property Tax Relief: Thanks to estimated state relief funds, we anticipate a further reduction in the levy rate to help offset the proposed 2026-2028 funding.
The proposed levy ensures our schools remain operational and maintained while keeping the tax impact manageable for our homeowners.
